Hsi Pai Po (Xibaipo) is a historically significant site in Hebei Province in northern China. The site became the centre of political decision-making in the final phase of the Chinese Civil War and played a key role in the process of the establishment of the new state structure of the People's Republic of China.
In 1949, the 2nd Plenary Session of the Seventh Central Committee of the Communist Party of China (CPC) was held here, heralding the final steps towards the victory of the communist forces and the formation of the state administration. At this meeting, the direction of the new government, economic reforms and strategies for the administration of the liberated areas were discussed. Key issues included the transformation of agrarian society, the reorganization of the civil service, and the economic reconstruction of war-torn areas.Today, Hsi Pai Po is preserved as a museum and monument to this historical period. The surviving buildings, including meeting rooms and living quarters of the leaders of the time, serve as a reminder of the crucial decisions that shaped modern China.
